[orca-list] cannot start orca

Hi.  I am unable to start orca on my g entoo system.  I am up to date
with orca master and very recent gnome packages.

I get the following traceback if I start orca from gnome-terminal

Traceback (most recent call last):
  File "/usr/bin/orca", line 46, in <module>
      from orca import debug
         ImportError: cannot import name 'debug' from 'orca' (unknown
  location)

There is certainly a /usr/lib/python3.7/orca/debug.py, so I am
mystified.
