[orca-list] Accessing PDF document content in Chromium 89 and later

Can anyone reproduce my inability to move the cursor into or otherwise 
access the content of a PDF document presented by the PDF reader in 
Chromium 89 and later? Note that I'm not sure what the last working 
version of Chromium is in this respect.

I've tried it with both Chromium 89 and a recent binary snapshot.

Orca recognizes the document content as "embedded". I have a vague 
recollection that we've seen this before and it was fixed at some point.
