You don't have to be an insider member to download this build.
I've just tried using a FireFox in private mode and I was able to download it.

I've tried with snap install skype --classic, I've tried with the .deb and neither works. I'm not an Insider program member so can't get that build.
I have both the needed flags set and all I get is skypeforlinux frame....and nothing else

It is not a stable one, but this version provides better accessibility:

With Orca master it is good.
