Right now the fundamental problem is the structural access to pdf.

I think that part is pretty much primitive.

Evince is accessible, but you will need to press F7 in order to read. Once you press F7, you get a popup to enable caret browsing or similar. Just enable it and you're good. But I do think you will need to do this every time you open it. MATE's Atril document reader works in much the same way.
