I also met with this problem. I do not use Ubuntu 19.10 but maybe it can
be solved by downloading en installing Orca from:
http://packages.ubuntu.com/eoan/gnome-orca
Orca master have no problems in Ubuntu 19.10.

There's a confusing behavior concerning the screen reader preferences
dialogue. The settings of the tts engines like speech rate seams to get lost
on hitting the "Apply" or the "OK" button.
Am I missing something_
