[orca-list] Screen reader preferences not saved

Hi,

I am setting up Ubuntu 19.10 for usage with Orca.

There's a confusing behavior concerning the screen reader preferences
dialogue. The settings of the tts engines like speech rate seams to get lost
on hitting the "Apply" or the "OK" button.

Am I missing something_
