Hi Mewtamer,
as I just answered the issue (assuming it is one) is with the
speech-dispatcher package for ubuntu.
The maitainers are listed here:
https://packages.ubuntu.com/focal/speech-dispatcher
Anyway I am sure that one of them at least read this mailing list,
but maybe the procedure would be to file a bug perhaps here:
https://bugs.launchpad.net/ubuntu (I don't know, not using Ubuntu).

extra variants are disabled by default, it sounds like the issue is
with espeak-ng, not Orca itself. As such, the issue should probably be
taken up with the developers of espeak-ng or whoever manages the
espeak-ng package for your distro.
Unfortunately, I have no idea how one might go about contacting the
devs for espeak-ng or how to go about finding out who's responsible
for manitaining any given package under any given distro, though I
would guess espeak-ng to fall under the jurisdiction of Debian
Accessibility if you're using Debian(no idea were to even start for
other distros).
