Yes, I am observing it too. Orca master, Ubuntu Mate 19.04. When I 
terminate Orca killall orca, and press alt F2 and write orca, nothing 
happens. I press CTRL shift R, my key binding to restart orca (orca -r) 
and it is in english. I've used setxkbmap and I am czech again.
