[orca-list] The order of control state, type, and content

Hi,


The three major types of information a screen reader can present to a 
user include content, control state, and control type, unless other 
people can identify others. In Orca, users should have the ability to 
change the order of information they hear by rearranging control types, 
states, and content. The user should have the ability to change this on 
a control/web element level.
