There is also emacspeak, that you can use in console mode, as well as speechd-el.

I'm using Emacs and I confirm that it is not really usable via Orca, I don't know why and I've never took
care of that because I'm mostly rely on rely on screen magnifier in Emacs.
Most of the people I know use speechd-el to make Emacs to speak. You can disable speech on the terminal via
Orca and use speechd-el to read the Emacs window.
