Hey Jude.
Thanks for the tip. I'll test it as soon as the problem happens again.
It seems that this problem happens more often when I take a long time to reboot my machine. today I rebooted my machine because of a kernel upgrade and after that the problem has not happened so far.
When I use flat review mode the capslock stays on, but as soon as I press the capslock key it turns off.

Try holding the shift key down and press the capslock key once and see if it turns off then. I had this problem just using command line linux and as a result of hitting some keys I didn't intend to hit one time found this one out. On Mon, 21 Jan 2019, Jos? Since I am a frequent user of the terminal, I end up making use of the flat review mode very often. It turns out that every time I make use of the flat review mode, the capslock key stays on. Usually just press the capslock key to turn it off, but sometimes it does not turn off, even though I press the key several times and restart the orca. This does not happen only in the terminal, although for me it is more noticeable in the terminal because I use it a lot. I am using arch linux with all the updates on a Vostro dell 5470. Does this happen in other distros too? Anyone have any solutions to this problem? Thanks. --
