first, let's rule out an issue with espeak-ng itself.
If you type:
espeak-ng Hello
do you hear Hello?
If yes, type:
spd-say -O
Is espeak-ng listed in the output?
If yes, type:
spd-say -o espeak-ng -L
Does that lists all voices?
If yes type for instance:
spd-say -o espeak-ng -l pl "Ranek dobry!"
or
spd-say -o espeak-ng -y Polish "Ranek dobry!"
If you heard the greeting, then it could be an issue with the
communication between speech-dispatcher and Orca.
Else it is probably an issue with speech-dispatcher itself and to find
out have a look at its logs. I can't tell you where they are, not
running Arch here.

When I'm upgrading speech dispatcher to 0.9.1 or something, I don't remember, I mean the newest version,
Espeak-ng isn't talking anything to me. I have all required files, such as speaklib.h or something which
wrote someone from this list. I have problem with pulse probably, that spd an not get access to pulse
devices.
