[orca-list] Slow, Scratchy espeak when called with speech dispatcher in Solus Mate 3.9999

Any ideas what I can try adjusting in speech dispatcher's or pulseaudio's configurations that might smoothe the speech?  Other audio, including from espeak, not involving speech dispatcher, is fine.
