So what version of chromium do I need for orca to work -- I assume I

The latest versions of orca and chrome / chromium have good
accessibility. There are some flags that need to be passed to
chrome at the time of execution to enable accessibility.

I can't talk much about skype in the browser because I never used it.

There were some pidgin plugins that made it possible to send and
receive text messages via skype. I don't know if they would be of
any help.
