The current version of the Web interface is called Jupyter Lab. It’s the subject of accessibility interest, but it isn’t currently accessible with a screen reader, as far as I know.

 

You may be able to use it via Emacs. I think there’s an Emacs extension for Jupyter.

 

The fact that it doesn’t work well with Orca is due to the application itself, not Orca.
