Hi,
I have to use application specific settings to change Orca's behavior
on the web, as these settings aren't exposed in the regular
preferences.
A similar case is when I want to change settings for the spellchecker.
I suppose maybe approach 2 would be a better choice.

I don't understand, why changing settings by applications if you want to
change them globally? Why not changing them globally? Are there some
options not exposed globally you would like to see globally? If yes,
which one?
