Just to be clear, Orca doesn't control what happens when you press Tab.
It just presents what you land on.

Actual result: When putting focus on the bluetooth icon, Orca says
"menu."
Expected result: Orca reads the bluetooth status, or at very least,
"bluetooth menu."
