[orca-list] Orca master doesn't read the bluetooth icon in mate desktop

Hi,


System: Ubuntu 18.04.1, Orca master, Mate desktop.


Orca master doesn't read the bluetooth icon in the top bar.

1. Cycle to the top panel by pressing ALT+CONTROL+ESC until you reach 
the top panel.

2. Once on the top panel, arrow through the icons.


Actual result: When putting focus on the bluetooth icon, Orca says "menu."

Expected result: Orca reads the bluetooth status, or at very least, 
"bluetooth menu."
