I confirm the issue here on Debian Stretch with Mate 1.16. It was also present in version 1.8 with GTK2.

Indeed the issue should be fixed on Mate side. I don't have the time right now to report it and analyze it but I keep it in my mailbox.

For me, Orca is indeed silent when the opened folder from step 4 is a
tree view. The problem here is that Caja is saying the active descendant
changed (good) but it's also saying that the container is not focused
(bad). Lots of things tell Orca about changes, but they are typically
only of interest and should be spoken, when you're in the object. Caja
says you're not in the object, so.... <insert shrug here>

Once again CCing Alex because he's actively involved in MATE issues.

Sorry I cannot just fix this one for you!
