I realize now that my answer was out of topic, even more so as you alreadu know the apt command, sorry.

But maybe the name has changed, could be now gnome-center from an Internet search.

For instance to search for packages I think that you can just type in mate-terminal:
apt search ...

To actually do administrative tasks like installing pacakages, you probably will need to type sudo first.

To know more, just type:
man apt

butbest I got was an error message about not being able to find a package or it mentioned an old package 
or something and nothing installed.
