I cannot reproduce this, but my MATE session uses marco/metacity and not
gtk-window-decorator.
That said, identifying inaccessible apps was done by a heuristic. And a
non-performant one at that. Furthermore, we were only doing it for
gtk-window-decorator (and not marco/metacity, and not gnome-shell). So I
removed that code.
Since I cannot easily test my changes here, please test master and let
me know. Thanks!

- Dconf Editor 3.22.3-1
- GTK 3.22.11 with accessibility patches for window activate/deactivate
- Application switch is the Compiz 0.9 (Canonical) one
Steps to reproduce:
1) Open two applications including the Dconf Editor (here I've tried
with Mate Terminal (just to launch Orca debug) and Dconf Editor)
2) Press alt + tab
Result:
Orca says in French "Éditeur Dconf inaccessible"
Expected result:
Orca should only say "Éditeur Dconf"
