[orca-list] When I switch between application Dconf Editor is indicated as inaccessible whereas it is

Hello all,

Environment:
- Debian 9 "Stretch"
- Orca master
- Dconf Editor 3.22.3-1
- GTK 3.22.11 with accessibility patches for window activate/deactivate
- Application switch is the Compiz 0.9 (Canonical) one

Steps to reproduce:
1) Open two applications including the Dconf Editor (here I've tried 
with Mate Terminal (just to launch Orca debug) and Dconf Editor)
2) Press alt + tab

Result:
Orca says in French "Éditeur Dconf inaccessible"

Expected result:
Orca should only say "Éditeur Dconf"
