I've reverted back to espeak and all is well.

Does anyone know if I should file this against espeak-ng or speech-dispatcher? I'm not quite sure where the problem lies.

That is, remove the leading # so it becomes:
AddModule "espeak"       "sd_espeak"   "espeak.conf"
You will need to logout then login for this change to be effective.
Then, espeak should appear in the list of synthesizers.
