I forgot to tell: if you want to make the change locally in Mate 18.04 you can just edit the file
/usr/lib/mate-tweak/mate-tweak.ui (as root or using sudo)
and replace in it line #43 (two lines after <object class="GtkIconView" id="side_view"> ):
<property name="can_focus">False</property>
with
<property name="can_focus">True</property>
Don't tell anyone that I suggested this ugly hack!
