[orca-list] Orca keeps talking when switching workspace

Hi All,

I find this interesting behavior of Orca

Steps to reproduce:

• On one workspace, open an inaccessible program like Google Chrome
• change to another workspace, open a terminal and try executing command with lot's of text output like fdisk -l
• Back to workspace with Google Chrome opened

Result

• Orca is reading all the terminal output

Expected Result

• Orca is quiet

System

• Debian 9 - Mate
• Orca 3.26
