Oh, that's right.  In general, you should use the 'try ubuntu' option, where you get a working desktop.  In any case, that first dialogue should speak, if you activate Orca with the 'alt+ctrl+s' shortcut.

Above steps works on 16.04, I think it should works on later version. Hope that helps.
