[orca-list] Mouse review: On Mate, Orca doesn't read notification area of top bar

Hello all,

Environment:
- Orca master
- Mate 1.20
- Debian Sid

Steps to reproduce:
0) Login to Mate
1) Enable mouse review
2) Try to read notification area (network status, sound, etc) with the mouse

Result: Orca says "panel"
Expected result: Orca should be able to announced the whole top bar and 
bottom bar
