[orca-list] Can't access top panel in Mate

Hi all,

Fedora 27 with Mate Desktop

For some reason I can't seem to get to the top panel with the applets on it.

If I press Alt+F1 I can get to the menus and everything works as 
expected (Applications, Places and System)

If I use Ctrl+Alt+Tab I can get to something called X-Caja-Desktop which 
appears to be the desktop.

However I can't seem to ever navigate to the top panel.

What am I doing wrong?
