Yes, you need to open Orca preferences ( <Orca Modifier> +
Space)
- Press Right until reach Key Bindings
- Press Tab twice and you're in key binding list
- Press down arrow until you find row "Increase speech Rate" or
"Decrease speech rate"
- Press Right to go to key binding column, press Enter and then
press your desired shortcut keys.
