Orca already has keys for this kind of navigation.  alt-shift-h for headers,

alt-shift-1 through 6 for headings at said level,

alt-shift-m for landmarks,

alt-shift-k for links,

alt-shift-e for text entry areas, ...

and many more.  Check the key bindings tab in orca settings for the complete list.
