Hello,
you could try the ChromeVox extension of chromium.
I don't think there be an Ubuntu package for it, but try this:
1. Install Chromium
2. type these commands using sudo for each
mkdir /usr/lib/chromium-browser/extensions
cd /usr/lib/chromium-browser/extensions
wget http://the-brannons.com/kgejglhpjiefppelpmljglcjbhoiplfn.json
Then edit the file /etc/chromium-browser/default
At the end of the file write:
export CHROMIUM_FLAGS="$CHROMIUM_FLAGS --enable-speech-synthesis --enable-speech-dispatcher"
At next start of chromium you should hear chromium speak.
By default to open the options page the ChromeVox shortcut is Shift+Tab.
From this page you can choose a voice as you would in Orca.

Caveat: it works on Slint and I just assume that it works on Ubuntu.
