I strongly suggest looking at Mate again.
One of my friend here in India tried it with Orca and found it totally 
worthless.
But Now I am using it once again after a couple of years and every thing 
is accessible.
May be you need to set up the theme properly.

But Mate is the only way you will get lot of good accessibility, speed 
on machines with less memory and still have a decent work desk.

CMonkey as some one suggested is not as heavy as Firefox.
