Were you trying to workaround it at the orca side of things?
Because from my testing it appears it's still there even with orca downgraded to orca 3.24. That suggests the regression originates somewhere outside orca and outside GTK. However I think I'm not experienced enough to find out where.
I am unable to downgrade at-spi2-core to 2.24 version but I might try reverting some of its commits to see if I can somehow check if this might be indeed an at-spi2 issue or not.
