Yes Skype for linux has changed rapidly during last year however I'm afraid you won't like the changes.
There is old QT4 based unsupported 32 bit Skype app for linux it's just called skype and its version number is 4.3.0.37.
It still works to a degree has some accessibility support, it needs 32 bit build of qt-at-spi installed.
Then there is an app called Skypeforlinux. This is said to be new modernized Skype app which is no longer P2P based but is build on top of web technologies and is packaged as a desktop app using electron. It's current version is 8.9.76.64297. It's not accessible at all because electron is based off of chromium / blink which has no native accessibility support on linux. However this skypeforlinux app is said to be just repackaged web.skype.com service with some desktop integration. So if you like modern skype features such as video chats, you might like to just use web.skype.com in Firefox with orca and that's pretty accessible I think.

I know a ton of people who absolutely think Skype is Satan's brother in identical twin formity. OK, fine, if you feel that way, you're entitled to your opinion, but I'm also entitled to mine, and I just so happen to like Skype quite a bit.
 
This said, is there any improvements to accessibility?
 
I presume, I could install the QT bridge, but I don't know if that would help, nor even how to go about doing that.
 
Now that Microsoft owns Skype, I know they've made a ton of advancements lately as far as accessibility, in general, so I was just hoping that maybe something with Skype on Linux had changed.
 
If it has, or if there is any round about way of using it for voice chatting, then let me know. I really don't care about the text chat side of it, nor the video chat side of it. I neither plan to do confverence calling or the like. I just need something basic where I can make and receive calls to and from my contacts.
