Probably /usr/lib/chromium-browser/extensions/ is the path. I tried
chromium on slint compiled by Alien Bob and it has no provision for any
such extensions subdirectory so I couldn't get it talking. On
archlinux, I did get chrome installed and talking though.

It is possible that your TV provider may be more friendly to Chrome. I know
that some time back, even Google Play Music, which now works perfectly
without Flash on any browser, used to require Flash on most browsers, but
could work without it in Chrome. On Ubuntu, install the chromium-browser
package. You then need to download
http://the-brannons.com/kgejglhpjiefppelpmljglcjbhoiplfn.json
and drop it into your system chromium extensions directory, but unfortunately
I can't remember its exact location on Ubuntu. Then you open the website like
chromium --enable-speech-dispatcher https://somesite.ext/whatever/wherever
and it should speak, although it will talk really funny at first. So press
alt+shift+o and then press just o. Tab 6 times and change the voice to speak
your language. Once it starts speaking your language, you can just close the
window that popped up with the options in it. Then try going to your TV
provider's website and running through the same steps. Thankfully, Flash is
dying completely, as it has always had serious accessibility issues, and
worse security issues, just about everywhere. Hopefully if your TV provider
is still using Flash, they have something in the works that will fix this
problem soon.
