[orca-list] Default voice pico module is silent

Hello,

Debian testing, orca 3.22, locales fr_FR.utf-8, speech-dispatcher 0.8.6.

Problem appears from Orca 3.22.

With pico module, choosing default module, here default module (fr), voice isn't talking.

I tried to bisect with git, between 3.20 and 3.22, but the commit found seems not to be the wrong commit.
