Hi Jason and all,
I have asked on the x server and wayland mailing lists.
according to the people on the wayland mailing list the guys who develop
the desktop environment do the wayland adapters as well.
there can be a possibility to enable screenless access.
So dropping that to the gnome people might be a good idea.

If there's an option to disable the kernel's video driver, you could
try it,
but I suspect the result would be that X fails to run altogether. You can
configure it to use the dummy driver in /etc/X11/Xorg.conf (or
whatever it's
now called). However, you first need a working text-based installation in
which you can edit the Xorg configuration file.
