Meanwhile, there is something you can do.
In BRLTTY's preference menu, go to the navigation options. There, there
is a "Skip blank windows" option. If you toggle it, that will have an
impact of how the keys of your braille device are associated to BRLTTY
commands. More precisely, the keys that are usually bound to FWINLTSKIP
and FWINRTSKIP will become bound to FWINLT and FWINRT and vice versa,
which will make it possible to navigate in Orca.

It's not ideal and Orca really should react to FWINLTSKIP and FWINRTSKIP
but it's better than nothing, though.
