Are you able to tell us to which BRLTTY commands the keys you try to use
to navigate are associated?

If they are associated to CMD_FWINLT_SKIP / CMD_FWINRT_SKIP then it is a
known Orca issue that they don't work. I reported the problem here a few
weeks ago but nothing happened since then.
