It seems Orca may not be on the image for Ubuntu-MATE for the
Raspberry Pi. In that case, you would need to run something like
sudo apt-get install gnome-orca
from the terminal where you tried to run orca. Once installed, you
only need to run orca from the alt+f2 run window. Hope it helps.
