As I know a little about Tyna's system via chats in IRC, I can shed some 
light on the issue, although I don't have a solution currently. 
Libnotify won't work very well for her, as she uses the Ratpoison window 
manager rather than a full desktop environment such as GNOME or MATE. In 
her case, a different solution may be needed, perhaps a 
speech-dispatcher plugin or similar, so that things that would normally 
be sent via the libnotify plugin would simply speak on her system rather 
than popping up a window. I hope this clarifies the situation.
