I'm pretty sure this is an eSpeak issue.

I'm using Speakup with eSpeakup (not even speech dispatcher) and I get 
this too.

I also get it if I run:

$ espeak URLs

I started noticing when I upgraded to Debian Jessie which has eSpeak 
1.48.03.  Don't know if it's been fixed since.
