Yes, this is what I wanted to say.

The fact is that if the object on which the focus has a short name, it is not annoying. However, if the object name is long, it is necessary to press "ctrl" for what would "orca" stopped talking.

because it should have just become selected as a result of your
pressing

If it is indeed excess, then yes. Again, Orca should speak the selected
contents of the address bar when you first press Ctrl+L.
