On my machine, with Ubuntu 14.04, Orca 3.16.2 and Writer 4.2.8.2 Orca reads fine with the arrow keys in only read documents.

you have to activate "Caret in Readonly Mode" or something in the Writer settings in the category accessibility.
this is deactivate by default (why ever).
after check the checkbox (and maybe restart Libre/Openoffice a caret cursor should appear and you should be able to read the document.

I don't know if this is a Libreoffice or Orca bug, but whenever I for
example receive some document through email, I can't open it right away,
because it is displayed in read-only mode and orca can't read anything
with arrows.
You can reproduce it very easily, just open some read-only document.
Could you please look into it?
