Thanks to all.  It turned out that brlapi.key and brlapi group were missing.  once those were added it works.

Be sure to check that the /etc/brlapi.key file exists, has content, and can be
read by your user account. This is the usual problem that most distributions
have solved - but "Enterprise" distributions are always behind the rest and
may not have addressed it.
