[orca-list] Spoken and Flash messages are now gui-configurable

Hey all.

As the subject indicates, you can now configure both spoken and flash
messages via the Orca preferences dialog. The only speech option at the
moment is detailed versus brief. For braille, you have that option,
along with whether or not it is enabled, how long it appears displayed,
and the option to make flash messages be displayed until you explicitly
do something causing your display to be refreshed.
