Hi Rob.
I can not reproduce the behaviour reading headings.
I tried the following steps:

1. Launch firefox.

2. Press ctrl+k and type "linux 4.3 news", without the quotations.

3. Press the enter key.

After the page is loaded I use the h key and shift+h key to navigate 
between the headers without problems.

I am using orca from master, at-spi2-core 2.18.2 and firefox 42.0 in a 
arch box.
