If your Linux distribution's BRLTTY package didn't generate this file during
the installation process, then it's probably a bug that should be fixed.

You can put random data into that file. Make sure permissions are set to allow
the user who runs Orca to read the file.

Also, you do indeed need to enable braille support in Orca's configuration.

Note that BRLTTY should work perfectly well in a console environment, allowing
access to the shell from Linux virtual terminals.
