but i'm having the same problem as alonzo does.
evince is very laggy, and also, i can't change pages. no matter what i do, the page remains at 1, and the program freezes most of the time.

Yup, press f7 to turn on carrot browsing. Same as epiphany, the gnome
web browser if you want to use that. I'm hoping in a future release of
gnome this is made the default. Does having carrot browsing on if orca
is disabled have any adverse effects for sighted users? Is that why
it's turned off? I only ask because there doesn't seem to be anything
in the docs about having to turn that on in order for orca to be able
to read the contents of these applications

If I remember correctly, you have to turn on caret browsing in
Evince. Others who have done this more recently should be able to
offer more up to date advice.
