[orca-list] Can't restore latest orca

Since restoring my Ubuntu system from backup I can't update to current Orca in Trusty. 
I added the accessibility PPA from terminal, I did both Sudo apt-get update and Sudo apt-get upgrade and was 
told that the package for Orca was kept back, tried again to add the command to update orca but it is still 
version 3.10.3
How do I resolve this?
